NO. In a perfect situation, it takes a minimum of three years. Depends on your qualifications and ability to support yourself and contribute to the society. Generally it takes much longer.
Special cases get special visas.
Additionally, it is rare to obtain in three years, due to the background checks they now do, and the added bureaucracy.

Those of us who deal with immigration every day don't know anything about any "President Bush orders." The only way to make it faster would be to fund it properly, and that hasn't happened and probably won't.

Oh Lonelyboy, it can't be as fast as the towers destroyed in the terrorist attack on 9-11! In reality, it is a very long process even for a tourist visa, so you can imagine how long will it take for legal immigration to US! If you can avoid it, please do so!

It is not fast at all. The only way it can be legal is for someone to come through Mexico and get married to an American once here. Then you must pay lots and lots of money to an attorney.
