I would tell the person if they where my best friend.They may eve nalready know it.So you may be the one to open the door to the relationship and start that flame buring.
If they are your best friend the ywill also understandyour feelingsand NOT try to push you out of their lives and will let you dow neasy if they do not feel the same way.So I would state my feelings and see what happens.

ive been there. And i didnt flat out told him, i kinda joked around about it a bit, then told him, he felt the same way, however after dating each other for a couple months we realized that we are better off as best friends. We continue to be each others best friend. Hope this helps you out.
