I have to wirte a paper on a specific police procedure. What would be a good topic to write about?? My teachers example was "How effective are cops on bikes?'

Its been my experience that most all police departments follow the FBI newletters and informational data that is disseminated on an almost daily basis.
Twenty two years ago the FBI felt that police departments were better off not keeping the policeman on a particular beat or sector for any length of time. They rationalized that the old neighborhood cop became too familiar with the residents and merchants in the area and thus opened him/herself up to the propensity for graft and favortisim. Therefore the officer would not perform his duties impartially. The recommendation was to circulate officers regularly through assignments and put them into cars as the days of the "beat cop" were bygone.
The feeling from the FBI is now that officers should be assigned to beats because it promotes good will with the residents and when they see the same cop in the neighborhood they may feel more comfortable in speaking with him. His regular presence also makes the officer more attune to anything out of the ordinary on his beat. Placing officers in cars makes them appear "mechanical" and impersonal to the average citizen. Hence the birth of "The Community Service Officer", the grants from the goverment for more beat cops and of course..the advent of the bike officer.

I would look at the possible areas a bike could patrol a car can't go into and how much faster a bike is over someone on foot. Bike officers have very specfic and very tough training.
