I hear this phrase everywhere and, I thought it might come from a Blink 182 song I heard it in, but I guess it's too well-known for that.

an old showbiz term used for people auditioning, but there first attempt was somwhat 'lacking'.

Also i am sure it was in a 1940's movie, so that would suggest it does pre date Blink 182 a little.

The phrase has been around forever. There was a movie made in 1960 called "Once More With Feeling." The phrase is older than that, though.
