Are you talking about a letter that's going to be presented and the embassy to get the friend a visa? If that's the case, you need to write more like an affidavit saying that you are responsible for all that person expenses and care while she/he is in the United States and that you're going to provide housing, plane tickets, health insurance etc. It sounds melodramatic but that's what the embassy wants before issuing a visa do somebody that doesn't have much resources on their own.
And you also need to specify how long the person is going to stay with you. Usually no more than 4 weeks, otherwise they get suspicious.

You need to say in the letter that you will be covering all the expenses, as the US does not want a person to be a "public charge" is their terminology. That you will cover room and board, meals and maybe even air ticket, even though they may be paying their won ticket. Make sure it also says that the ticket is a return air ticket that is crucial and that the perosn is only staying a couple of weeks, no extended time periods. The letter needs to be very brief and to the point.

Basically a letter saying that you are going to support him during his visit. That you know him and try to includehis good moral character and pay for all his expenses

US ICE would not solicit, require, or settle for invites for vacationer visas. And an invite like that would ruin your possibilities of having a vacationer visa, because of the fact it proves your ties to the U. S..

you dont need to send them an invitation, but they need to go to the american embassy or consul and apply for an entry visa so that they can enter the USA to see you
