I am envisioning that you have seen one of each that seemed very similiar. So I will asssume that you are not talking about gas pressure. I assume you are talking about pressure on a surface. Inthis context they are often interchangeable for instance the Mpa of bolts is actually infering how much axial force can be placed on the bolt however giving the rating in Mpa automatically makes engineers consider the size of the bolt as well.

Load cells are often used in process instrumentation, they essentially detect force. However they can, if on the bottom of a tank, be calibated to measure mass (Kg or pounds) or pressure if the area of detection is known (you might be testing a bolt). Because of the relationship between these quantities it can be hard to know what an instrument really is. Often we can be tricked by what unit somethin in a set context has been calibrated in. I think the way to define an instrument is to look at what the sensing element is doing. Force deforms the load cell therfore it is a force guage regardless of what it has been set up to indicate.
Pressure guages usually have some sort of stored gas that acts as a refference or a bourdon tube therefore these are pressure guages even if it says its a altimeter for example

Yes, there is a difference. A force gauge measures the magnitude of a force, and is usually a spring scale. It ends in a hook, so that the force can be localized to a point. A pressure gauge measures pressure, which is force spread over an area. Pressure gauges are much more complicated, usually requiring a contained fluid and sometimes a piston. An exception is the aneroid gauge, which uses the behavior of pressure sensitive metal to report its measurement.

A force gage will measure the magnitude of a load, irrespective of any other conditions, ie pounds. A pressure gage will measure the amount of force exerted per given area, ie pounds per square inch.

There is nothing called force gauge. You can measure mass or pressure, but you can not have a measurement device for force.
