Sometimes at a casino the slot machines seem to be loose and paying off while most of the time they seem to be tight and not letting but a few winners, Can the casino change the payout percentage on the slot machines electronically?

Most slot machines these days come with a choice of pay percentages in them. These depend on the jurisdiction they are in. Access to this is also restricted depending on jurisdiction. All jurisdictions have high and low limits as to what the machines are allowed to pay back.

Nevada has the easiest rules for changing pays on machines but probably don't since it's in their best interests to provide consistency to their patrons. They don't need to change them since they need winners. They make their money anyway.

Probability just works out that sometimes the machines just pay better.

It is all luck. You cannot tell a machine that will payout a lot just by looking at it. I always that my clients do not play slots. They are one of the WORST bets in the casino. They may be fun, but they are the least profitable in the longrun. When you walk in a casino all you see are hundreds and hundreds of slots. Why is that? Because the casino keeps the most regular profit from slots. If you must play slots, play the higher denomination slots ($1 and higher). And always play the max bet and max lines possible. The whole dream of playing these machines is to hit the top prize jackpot. On most of them you need to bet the max amount to win that top prize. Good luck!!

No, they can't just change them on a whim. It requires opening up the machine and replacing a chip. Slot machines have different chips in them, depending on the payout percentage.

They are not gonna do it since there are enough research evidence that such behavior can hurt the actual casinos more than benefit. In addition, as mentioned above, there are legislative measures that apply and they at least can't go below a certain percentage and not gonna go above 98%.

They can change the percentages, but it would require them to physically open up the machine and tweak the program.

Can they? Yes. Do they? No. The state gaming commission would have their heads if they did that.
