start with books that you are interested in. But a better way is through watching english movies with subtitle in language that you know. This way, you learn how to pronunce the words too.
One of my indian friend learnt her chinese by watching chinese drama with english subtitle. now, she can speak fluent chinese.

you would be better off to go to the public library, they have lots of books for people who are learning to speak english, they are free so it would help you out by not having to pay for them.

go to see plays at the thatre. thats how a large number of non-english people learn english

Try the children's section in your public library. They are free to borrow. And have many. Practice! Good luck!!
