You can have a car in your name as soon as you're old enough to sign for it, however you may not purchase insurance on that vehicle until you have at least a permit.

In the US, yes. Minors, including infants, can be the registered owner of a vehicle. It's actually not uncommon to have that outcome, in divorce settlements.

The insurance policy is then written in the name of the minor and the custodial parent, with a licensed primary operator (usually the custodial parent)

You can own it but you cant drive it except on private property and even then you need your parents permission.
