I record audio with Adobe Audition 1.5, and lately have noticed that the cursor falls behind during recording and "skips" passages, making for a spotty recording. Has anyone had this problem? What causes it, and can it be fixed?

Usually, this is caused by other actions being performed at the same time that you're recording.

I'll usually turn off all background tasks and leave the computer to itself when I'm recording, and I got rid of the skips and chirps by doing that.
