but I've been talking to him for three weeks and
everytime I ask him when we will see each
other, he changes the subject. Is he or is he not
interested?

There could be a few reasons, not neccessarily that hes un-interested, perhaps he has a girlfriend or maybe hes busy. Or not very confident, most guys can find it quite hard tacking that next step, maybe who knows, thats my opinion anyway!

I strongly feel let it go like this for some more time , no harm to continue for a while , if he will be real intrested in you , let him ask you for outing . And there is no threat or harm to just continue as a phone friend , if you start liking his conversation .And always believe that patience pays high dividends .

treat him as a friend and don't get too engross. let him know how u feel gently but firmly and if he still avoid the subject and u can't take it, sms him in reply instead and keep him as a normal friend. meanwhile focus your life in main priorities and never let love dominate your entire energy. best wishes.

He might have something else on the side. I'd say give it one more chance but this time, tell him that you want to meet him somewhere specific and make plans. Don't leave it up in the air. If he still reacts the same way, don't waste your time on this fool.
