Based on your evident level of literacy, I am guessing your problems stem from a lack of verifiable secondary education.

The decisions by the USCIS can be appeal up to the Supreme Court. (USCIS is part of the Dept of Justice)The decisions by the Embassy/Consulate can not. They are part of the State Dept. So you are out of luck. But if you tell us what the document is and what the alleged problem with it is, we could maybe advise you how to correct the problem. And you better hurry because the number of diversity visas available is much lower than the # of people who win and also qualify as a dependent of the winner. Which means the run out of this type of green card quickly and if you stay behind in the que, you are out of luck!!!

The US Consulate is supposed to provide you with a Letter, which clearly shows why you are not getting the visa.

I guess you have problem with your Higher Secondary Education.

You can appeal to the Consulate , the email address will be like this (consulatename)dv@state.gov

e.g. lagosdv@state.gov

State governments have nothing to do with the DV lottery. If you're talking about appealing to the State Department, you can't do that. It's the Embassy or nothing.

have you followed the written instruction per the letter that was sent to you?? can you expand little more what did they not accept and why??? what country are you in
