Dogs will sniff a spot before they poop because they are about to be going to the bathroom. Going to the bathroom takes consentration and puts them in a vulnurable position, so they are checking for other dogs and preditors. You have to remember that dogs are hunters by instinct. Dogs are territorial and are seeing if they are in another dogs territory....if they are, they'll probably look for an unsoiled spot. Dogs also have an instinct to soil the same area, so often they are trying to find their own scent to reinforce their own territory.

Dogs have an instinct to mark their territory by any means so they are sniffing out spots where other dogs have marked. A dog is most likely to go where another dog has gone so they can cover the other dogs sent by their own so they can establish their own territory. Using the bathroom is also a "Hello I am in the area" to other dogs so its strategically places.
