The new crop are green instead of red like the last lot, but they are fully grown and still showing no signs of changing colour. How come?

They will change colour eventually, though with so little sun this August, that could have slowed the process up a bit. See this link for loads of advice....

Don't worry, they will change colour. You can still use them green and they will taste good. Just don't take them all off, wait for some to turn green.
If you have had a particularly bumper crop taking some off may well help the ripening process - and the ones that you take off will ripen more quickly. Take off only what you need to use in a couple of days time, the rest will eventually ripen naturally.

you could pick a few leaves off to let the sun shine on them more

Try getting a heat lamp and using that. otherwise love i can't help you, sorry.
