Um.. if it's an air vent it's not a closed pipe?

Or is it a safety valve type thing?

You need to zero in the standard air flow guage to account for the atmosphere column pressure 14.7 psi at sea level

you need to apply Venturi's theory
you can calculate pressure in the pipes knowing the speed of the air
pressure decrease when speed increase

Which units of air compression are you using. Consider that air can be compressed more so I don't understand how you can do that, sorry.
