There are two quite contradictory usages of learning disability. In the UK it means mental retardation or a general reduction of intelligence or low IQ. In the USA it means a specific academic or cognitive problem, like dyslexia, unconnected with general IQ.
I have just had an article accepted in a major British Child Development Journal where I argue that infantile autism is a sensory or perceptual disorder like dyslexia or congenital deafness that can occur at any level of IQ and is not due to primary brain damage. Learning disability is when the person is having difficulty keeping up with others either in reading , and thing like that, But with class that should help the person to learn and to catch up with the others that is if that is what the person wants. Really they are just a little at learning things then others.

I work with disabled children and we define a disability as someone who has been assessed as having an IQ less than 70. Above 70 someone could be seen as having a difficulty rather than a disability.
