There are plenty who bleach or dye their hair. It's not in their genes and they havent mixed with other races in history. I think they have beautiful hair.

Probably because of genetics. Brown hair among other genes are dominate. That means when A child is created Brown hair genes win over blond hair genes. There is also probable a lot less outside breeding. (for a lack of better word)

I would assume that it is because the Japanese people are all born with black hair. I am sure there are tourists and others living in Japan that have blonde or red hair, and the kids who color their hair as well.
