That is a trick question. If it were in the Army Regulations, it would fall under AR 670-1; however, no such directive exists.

Now - there are local Command Policy letters which may prohibit this activity and others not outlined under regulatory guidance. As a Command Policy - it holds the same weight as a regulation, and is punishable under the UCMJ as failing to adhere would be violating an order.

AR 670-1 chapter 3-6 part 2d states

Soldiers will not walk while engaged in activities that would interfere with the hand salute and greeting of the day or detract from a professional image. Examples include, but are not limited to, walking while eating, using electronic devices, or smoking cigarettes, cigars, or pipes. Soldiers are not authorized to wear wireless or non-wireless devices/earpieces while wearing Army uniforms. Hands-free devices while operating a commercial or military vehicle (to include a motorcycle or bicycle) are allowed if not otherwise prohibited by policy or law in accordance with AR 385–10.

Forgiven has the exact right answer. There is no total army policy regarding this issue. It is locally established, just like walking and smoking.
