Dam's, like other man-made structures, have a tendency to be built for purpose, not including taking the brunt of an explosion.

There is no foolproof way to protect a dam from such attacks, but my best in-depth guess would be at least ensuring that no vehicle or person could get within half a click of it.. with security fences and possibly even trip sensors in place around the most easily accesible areas, as well as a thermal scanner to indicate presence within or directly outside the dam structure..

Personnel could have emiiters that provide ID and clearance for such areas, leaving anyone without one at risk of being arrested and/or shot for breaching security protocols..

Of course this would involve possibly a large armed military presence and several billion pounds (tens of billions of dollars!) of the most advanced anti-intruder technology that is currently available...

That's without the idea of possibly reinforcing the dam with yet more steel and concrete, which would certainly cost quite a bit on it's own..

My own personal opinion is that all those who "fit" into the category of extremist, or extremist sympathizer, should be deported to their country of origin, not birth!

Concrete dams are much stronger than you think. A terrorist attack on the turbine halls would be much more effective.
Even a truck bomb on the top of a dam would do little damage.
The British had to develop a very sophisticated bouncing bomb to destroy some small dams in Germany.

The same way tall buildings can be protected. The same way people can be protected from crime. It can't and they can't be. Perfect security is impossible. Fortunately for us the terrorists are not interested in dams. Destroying dams does not kill people, which is what the terrorists really want to do. Unfortunately for us they are interested in tall buildings, and major cities in general, because attacks against them kill lots of people.

Is very dangerous talk, for one, your nation does not have the military resources, world backing or financial support for such a campaign. For another, it is totally uncalled for. Attacking Iran is all about trying to knock it out as a player in Middle Eastern politics, and this will NOT happen, despite the dreams of the Zionists and the Christian right. Iran must be brought into the circle of diplomacy, not attacked and excluded.
