There's no way to make a powered craft without fuel.

If the plane was solar powered, then the panels would create electricity to power the motor.

However, if your question was 'how do we make an energy efficient plane' then solar power would be a good answer.

The only problem is making it light enough so that solar panels can provide enough energy to keep it in the air.

Make a plane with a large empty volume that can be filled with hydrogen. The airplane will fly up to a set altitude. Pump the hydrogen into high pressure cylinders and let the airplane glide to the ground with a wind turbine to accumulate energy. Release the hydrogen when near the ground to float back up. Hydrogen pump energy is created by the wind turbines on the way back down.

Helios is a prototype of a solar and cell fuel powered plane, but not strong enough to take passengers.

Good luck.

use steam to turn a propeller like in the nuclear subs(when you think about it) you could use coal to prpell in but that gose back to my steam theory, you could usethe human body like a bike w/ wings and a propeller, umm or you could use a bottle rocket motor

But if you really analize the question you would find that it wouldnt ever happen because all the things i listed were a fuel in some way shape of frm
