No if your moving from within the European area to outside or visa versa.
this rule has exceptions like all rules, the main one is that if it suspected that you have committed theft, fraud, or linked to organised crime or terrorism you may be tracked down no matter where you go.

Depends on where you plan to go. Also the amount. Also if the courts have been involved. If you owe one years salary/income or less you are probably best to sort it out by talking with them and arranging to pay it off at a rate you can afford. You could apply to become bankrupt which now last only one year, then go abroad. An IVA means paying them back over five years and you will still have problems after that period getting credit. Being on the run from debt collectors is stressful and difficult to successfully avoid it can be done but give yourself five years plus before applying for an form of credit as records will be kept by credit reference agencies by law for that long.

I got a credit agency threatening to take me to Court for a debt of £27:50 and I have been in China for 2 years. They didn't believe me that I had cancelled a TV contract 18 months previously. Luckily my old man sorted things out but they will try it on no matter where you are.

To be honest I wouldn't care if I was moving abroad if they find you,they find you and if they don't well it's a bonus isn't it?
