Because of Buoyancy. Its a phenomenon discovered by ancient scientist ARCHIMEDIS.

U see, water excerts back-pressure on any object that is placed on it. This is called Buoyancy. The more the surface area of the material, higher the pressure. This pressure keeps the boat afloat. Thats why boats have huge vacant spaces at the bottom.

Boats were originally made of wood, because most wood is lighter than water, it will float even if it is not shaped into a watertight hull.
But it was noticed that even boats with waterlogged huulls would float in they didn't fill up with water.
That is when they figured out that the weight of the boat and cargo must overcome the surface tension of the water to sink.

A boat floats, because the liquid in which it is floating offsets the downward pull of gravity and pushes it up - buoyancy.
