I think what your trying to get at is so many bad things happen on subway and train stations ect............. I think the honest answer would be most people would be nervous thinking he had a gun or a weapon of some sort under his cape. I think most woman would be nervous but would just stay their hoping for the best as to not anger or upset the caped man. Most men would sit their thinking if he moves in the wrong way I'm going to have to hurt him. Most people would not move their seat but honestly they would be thinking the whole time is this the end for me.

Well, I didn't move when the crazy rambling old woman in the rainbow clown wig with a creepy attached mask sat next to me so I doubt a cape would bother me.
I went to school in Boston and commuted for four years so I've seen some "interesting" characters, but they're really not usually any danger to anyone..... it's the inconspicuous ones you need to worry about.

well, no, im wiccan and ive been a member of the sca, ive gone into a burger joint with a guy in full armor and another guy dressed with viking horns, he had an ax the guy in armor had a sword, and i had a dagger on my hip. so i doubt it would turn my hair at all. though i sure put the fear of the middle ages into a few bluehairs.
