How do I configure Win2003 to allow 3 concurrent sessions remotely? Is there anyway to have more than 3?

You mean TERMINAL SERVICES sessions? If this is a small Business Server, you don't. If this is a regular server, then you change your licensing mode (and BUY licenses) to Application mode - remote adminstration mode which you are in now supports only 2 connections and the console.
