There is lots of good deer hunting in Victoria, why don't you look up the sporting shooters website, or i'm sure there's a deer hunting organisation, they will be able to put you on to some good areas, and advise you on legal requirements to shoot deer. Shooters licence, game licence etc etc.
Also look up the Dept Sustainability and Environment www.dse.vic.gov.au
And Field and Game Victoria (www.fga.net.au)
All of these places should be able to point you in the right direction.

No matter where the deer is I always try to get a neck shot.

you always want to shoot deer in the heart/lungs. it provides a quick kill.
