Maybe she does want you, but just cannot figure out how to end the relationship she is in. It is not always as easy as some people may think, especially if she has been in this relationship for a long time.

come on now, she's playing a game on both of you! she gets to annoy him by flirting with you and she gets to tease you, too. 2 for the price of 1.
ignore her, she'll either try hard enough that he'll dump her for her games and then you can have her, if you really want someone who's just going to do the samething to you. or she'll stop and stick with the boyfriend, who obviously is use to it and that's why he ignores her.

she might not be happy if she still has a bf, but then some girls are going to be a flirt no matter what we always need to know some one is looking or wants us that will never stop,then again she might not be able to be true to just one guy like you guys are some times

the problem is she has a safety net right now. flirting with you is fun and she likes you but she doesn't know if it would work out so instead she has fun flirting with you while all the time she has a boyfriend in case things don't go how she would like them to with you. i say call her on it tell her "either we need to actually hook up and see if things could work out or you need to lay off the flirting"!
