Go out with them both, or invite the to your place for a little drunken debauchery.

Give them both a chance. Gather a bunch of friends and hang out so you can get to know them both. It's exciting when you like somone and your emotions run wild, but if keep an open mind you'll have better judgement for both guys.

Just know that if you blow him off you might be the one taking the initiative next time and table will be turned. This happens to a lot of people I know. They later realizes that the person they like turned out to be an ***-hole and for all the right reasons they started to like his/her friend whom they have rejected earlier.
Love has its humor in it :)

If you really like the guy, then do not ruin your chances by dating his friend.
He will most likely find out.

Just be Honest with him. Us men have feelings too, and leading him on will just hurt him.
