Is there a way to completely clean out old files from windows xp with out reformatting, while keeping all your programs?

Sure, just takes a little time and effort. There is no free lunch.

First, do your house(disk)cleaning:
Start
Programs
Accessories
System Tools

Run a disk cleanup
Scandisk
Defrag

check startup and remove anything you don't use every day

When you open a folder, list your files by date -- you decide how long you want to keep a file or delete.

When finished with that folder, I would restore View to view by name.

I'm afraid you're going to do what the rest of us do - just run down the list and keep or delete. Programs, themselves, remain intact.

Manually would be the safest way, I.E. one at a time.
