Depends if you have a lien on it or not. If you have a lien, most states will require an original title or a certified copy of a title, then you can fax req to your lien holder to have the title sent to your local DMV, or if no lien on vehicle, you can take the title to DMV and they can go ahead and have that processed in your new state

Bring it to your local DMV, pay the new title fee & sales tax, and they'll give you a new title in your name. Some states will require a seperate bill of sale, some will accept just the title, signed over to you.

You need to have the bill of sale & get it registered in your name go to the DMV it's the only way.Good Luck
