Not knowing your zoning, or local materials costs, I'd have to charge no less than 25,000 and likely the ceiling could be 50K,,,depending on what you want, plus adding sub contractors for electric, roofing, etc.

First, go to your local lumberyard and price garage kits for the dimensions you want. After that, go to your local zoning commission to see if you can do it, what restrictions, if any, there are. You may need a general contractor, and possibly an electrical contractor. Next, price stud length 2x4's for the dimension room of the upper story. After that you have to add on the cost of the 2x12's spaced one foot apart for the floor (it takes 21 for a 20 foot room. You must figure the square footage of your floor, and get enough three-quarter inch plywood for the flooring plus half inch for the outside walls. Add 25% and you'll have a rough estimate of the cost of the materials-nails, wood, wiring, and shingles. Labor, permits, and siding are extra. Insulation is a good idea for the apartment and garage, but you might skip it for the car bay. Don't forget to ventilate the car bay to the outside, and your stairs should be exterior too. Or, call the BBB for a list of reliable contractors who can shoot you an estimate for little or nothing.
