The easiest way is the simplest, like you said "ask her", but make sure she is by herself. How will she know if you like her, you have to tell her. Right? If a girl is acting silly, following you around with all of her friends in tow, flips her hair and talks really loud making silly statements that don't make a darn bit of sense, falls on the floor pretending it was an accident and laughs hysterically, SHE PROBABLY LIKES YOU! Girls do really silly things when they are not able to express themselves with their words. If I were you, I would try to do the mature thing and ask.

The best way to tell is to start a conversation. If she likes you, then she will not be the one to end the conversation; she will keep talking to you!
And be sure to choose an interesting topic, so nothing like the weather, or jobs, or school, etc

Next time you talk to her, pay attention to any subtle clues.
She might touch your arm or any part of you.
Look at her eyes.
Is she actually looking at you or every time you look her in the eyes, does she turn away.
Try to notice these.
If this doesn't work, ask her out.
If she says yes, than she does.
If no, she doesn't.
Easy as that.

If she stares at you. Most often they'll treat you the same as any other guy. If they secretly like you they'll often look at you while you're not looking at them. If you two are good friends then she'll treat you different than her other male friends. Teasing is another sign.

If she flirts with you, that's a sure sign. Batting the eyes, twirling her hair as she talks to you.....u'm lemme think of more things...She giggles when you make a joke; she touches you when she says your name. She hugs you when she sees you! Plus, it really doesn't hurt to ASK HER OUT-RIGHT!

If a girl picks on you constantly and wants to change everything about you she definitely likes you.

then there's a slight chance that
