Yikes - that sounds like a nightmare situation for a daycare provider. How about checking with your doctor or health department to find out what's legally required, as well as what's simply a good idea? I'm putting a link below to a site that has a little information about cleanup and other precautions.
I'd think that notifying parents and (maybe) giving them a fact sheet about head lice might be a nice gesture, too. Parents who haven't run into head lice before may get a little panicky, and it's good to head that off at the pass with correct information.

All parents MUST be notified immediately, and all children should be thoroughly inspected for nits by someone familiar with lice infestation.
All fabric surfaces need to be cleansed, sanitized and chemically treated for lice infestation as well.
If a child is found to have lice, he or she must be sent home immediately and not be readmitted to the daycare until all traces of lice and nits are gone.

The daycare should keep the child away from the other children until a parent can come pick them up. All parents should be notified. Some parents may inspect their child's head, and others may want to go ahead and treat their child as if they have it. All toys and nap time bedding as well as the child's clothes will need to be disinfected. You can wash waterproof items in a dishwasher, and wash bedding in the washing machine with hot water, all other items can be wiped off with Clorox wipes.

Yes definitly parents should be notified and children could be sent home till they are treated it's according to the facility. you use a special shampoo called NIX you wash the child's hair and anyone in the home as well and then you do another treatment 7 days after the first one. then just keep an eye on the children incase they return then notify parents again!!!!! Good LUCK!!!!!

Yes the parents should be notified immediatly. Secondly you should use a good de-lousing shampoo like RID and a fine tooth comb and try to get all the nits (eggs) out of the hair. All linen should be washed in hot water. Hope that helps.
