Islam forbids anything that may lead to wrong. Sexual immorality many times leads to the murder of the innocent (abortion), which happens when two unmarried people have sex and do not have the system in place to support a new life.
It is not halaal to hold hands or hug the person of the opposite sex as that could lead to other acts down the slippery slope. Allah has drawn the clear lines of where we need to stay if we are not to fall into the well of wrong doing, if we remove the railings and signs that protect you from falling into it.
Islam allows young people to marry with perhaps two witnesses and not have an announced large scale gathering. If two young people would like to date, they should do so by doing the official nikah with the consent of their parents and in private. In that situation they would be free to be close to each other without incurring any sin, while they can quitely break off the relationship if need be.
It is best however to not indulge in sex as sex is opening the gift package and playing with the toy and then wrapping it crudely for the one who the package is meant for. This applies equally to both men and women. It is best that people preserve themselves for their life partner, rather prostituting their body for pleasure.

during engagement, you are not allowed to touch or see your girlfriend except in veil, also you are not be able to sit together alone.
during marriage, you have the right to see, touch, and live together, except if you have an agreement with the woman's walei (generally father or who takes his place), then you will have to fulfill the agreement.
