Money is certainly a factor. Also, prison over-crowding, mainly because of the influx of those arrested on drug charges, played a role in probation. Even sometimes a judge would have mercy on a defendant and want to give them a second chance.
However, money and over-crowding would be the primary reasons for probation.

Money is responsible for allowing all these people to walk around ampng us when the shouldn't be. Simple as that.
