Could it have been a Dalmatian, you know the white dogs with the spots? I have seen one or two of those with human-like eyes. And even a half-Dalmatian might have some of that going on.
Also, while I've not seen these dogs in person, just in photos, Basenji also have creepy eyes. Basically, they are an African breed of dog that has been bred to *behave like a cat*. To the point of not being able to bark. O_O
Either way, you are probably looking at a purebreed or half-breed, medium sized, with a light-colored coat, right?
There is a point to this, and it is one of the things tame, pet dogs have in common with humans.
Neoteny of prolonged or permanent immaturity. Being born or bred with a tendency to retain childish or fetal physical traits into adulthood.
There was a study of this done with the dogs on the Isle of Man...they were once tamed pets that have since gone feral, but still retain much of their bred in natures and are still on occasion friendly towards humans....

it's hard to say without a picture. by "human eyes", do you mean blue eyes like some humans have, or do you mean just really big eyes?
blue eyes happen a lot in australian shepherds, but it's a good possibility that if it's a stray dog, it may be mixed with a lot of breeds, so it would be hard to say what the mix is without a picture.

Thats creepy. There is an avatar around here somewhere that the guy put human eyes and a mouth on a dogs pic and it is freaky lookin. Could be that this dog just has light eyes so that you can see the pupil and maybe that you see some of the white around his eyes makes them seem more human???
