Is the length of stay determined only at the port of entry? If so, can they allow you to stay beyond the expiration date written on the visa, if you were given a longer time there? Thanks!

Yes, the length of stay is determined at the port of entry.

Yes, they can allow you to stay beyond the expiration date written on the visa - but you need to seek approval first. You may stay up to six months. After six months, you may apply for an extension of stay, generally for another six months. Then that's it. Either you have to leave the US or get another type of visa (e.g. employer petitioned you such as H1B visas or fiancee visa).

The visa expiration date is the date by which you must seek admission to the United States. It has nothing to do with the length of time you may remain in the United States - that is determined at the Port of Entry (permission for stays of up to 6 months is the norm, but not guaranteed).

your 3 month visa commences the day you arrive in the USA generally if the consulate has only granted you 3 months that what they mean you may ask for an extension under certain uncontrollable circumstances and only prior to the expiration of the 90 days
