The bleach part is permanent, the colour part isn't. Bleach permanently damages your hair - that's how it works - it destroys the colour inside your hair. You can't unbleach it and undo the damage, you can only dye over it.

Bleach is not a color, it is a decolorizer, meaning it takes the color out of your hair.

The Manic Panic is color, it goes on the hair. When the M.P. fades the hair you bleached will still be blonde. Also, w/ M.P. being a semi-perm. color you can recolor your hair again when it fades.
