If we forgave all criminals, the world would become a hell; if we punished all criminals the world would become almost inhabited; so what are the criteria for our moderation?

Some criminals are criminals because they want to be. Some commit crimes out of desperation. If we could remedy the reasons for the criminal acts, that might help a bit. Instead of jailing a man for stealing, when he is deeply in poverty, offer him job training and a garden for growing food. But for the ones who just want to make chaos, put them to hard manual labor for life.

How do we tell the difference, though?

We can forgive, but jail is a consequence of the actions criminals take. If we forgive, they will still serve time.

Ideally we do punish all criminals, but to the degree warranted.

the bible truly does say forgive but it also says you will reap what you sow. Jump in front of a moving mac truck....no matter how sorry the driver is you still will reap what you say
