Actually, God was proving a point when HIS staff swallowed Satan's snake, and the point was this. Satans snake was an illusion created by Satan. However in order for God's snake to be able to "eat" Satan's snake/staff it had to be "alive" and so it "one upped" Satans.

The Devil is an invention by man to put fear into them. He doesn't exist. The earlier religions did not have this belief. It wasn't until Christianity evolved that it was invented to control the masses.
