Yes, but don't pounce on him leave that for later. Just be cool and yourself, invite him to spend time with you doing an activity that you would both like.
Let him make some of the moves but let him know indirectly that it's ok. It can be really sexy that way for both of you.
There could be a million reasons holding him back, some guys have a need to be in a position to impress their women and be able to do so ongoingly, unless a woman makes it clear that she's ready, she's low enough maintenance for him to cope with right now etc.

Yes guys(like me) usually want them to. I think about how the girl would take it if i made the first move and i think bad things and it make me nervous, so i usually don't make the first move. It will all work out eventually though.

Does it really make that much difference these days. I lost a woman i loved madly because i was too shy to approach her and she told me years later she had loved me madly and was waiting for me. If she had made the move i would be very happy and with my soulmate. Now she married someone else and so did I.

yeah, but you need to ease of after that so you don't seem overbearing. once you've made the first move, let them take it from there. some guys are kind shy to make first moves... even the ones you would least expect

With some men it's fine, some prefer to make to the first move themselves. I love women who make the first move as it shows they are outgoing.

Some guys may get scared if you push too much. I had a guy that I know was interested in me so I left him my number, he never called, but we talked for a few minutes. He said he was going to call me but I think he got scared(he was very shy) and we've never talked since.
