hmm... no clue. it's weird, because i read this in high school and i don't remember that passage at all

"Had had" is perfectly reasonable in literature, it is seen in the present tense as "has had" meaning it has finished its ownership or tenure.

Guess #2: No e's, but someone has probably already guessed that by now.

Guess #3: "...for a mayor out of City Hall is a shining mark for any politician." Most politicians don't work out of City Halls.
