By putting this "out here" It propably wont be long before they fix the glich in most fine payment seystems around the world but I have kept it to myself for long enough!
If you are likely to lose your licence due to the points they will deduct due to a fine simply overpay the fine by $10.
This can ONLY be done with a mailed check payment. If your fine is for example $55...write or get a banck check for $65 and send it in as payment for your fine. Once proceesed the computer will issue you with a refund for overpayment check of $10. Once you recieve it NEVER CASH THIS CHECK!
The computer will be unable to apply the demerit points request untill all financial transactions are complete. If you never cash the cheque they send you then the computer cannot reconcile the financial transaction thus computer cannot apply the demerit points.

If you mean by surcharge, the cost of the ticket then yes, they can not only suspend your license but they can put a warrant out for your arrest and put you in jail if you don't go in and pay it on your own. It's always better to go deal with it before they come after you. By the time they track you down then the sentencing will go a lot harder than if you go to them to clear it up. Also, in most states they will let you work out a payment plan if you don't have the money to pay them in one lump. Good luck.
