Harper is a total GWB and US Republican cheerleader. His speeches are reruns of Bush speeches. When Bush and Harper are on the same stage and Harper is speaking, the most amazing thing to see is that you can't even see George Bush's lips moving.
As far as the UN goes, I don't understand what you mean by law and grace, but I would suggest that the UN represents the best of humanity's aspirations. A lot of the problems that the UN has stem from an uneven balance in the application of agreements that the countries have made and from the fact that the US can and does opt out of the world community whenever it sees fit.

World peace will become the greatest sacrifice the world has ever known, cost of life and money by all the countries of the world , peace has never come cheap in the history of mankind, we can judge all those that bring war to our shores, but one must remember freedom and peace are fought for it dose not come free, God will one day judge that rule of law philosophy, as far as all the leaders of the world I thank God that I do not have to make the decisions they do and you may want to thank him too.
