Yes, but she may not be washing her hair well enough. It might be caked on shampoo. You are suppost to wash the shampo out of your hair for double the amout of time as you wash it. Check her out to see if she's washing it well enough.
Here is a quote from parentcenter.com:
"If your child washes his own hair, he may be using too much shampoo and not rinsing well enough. (The dried shampoo can come off in flakes that look like dandruff.) Show him how to use only a dime-size dollop of shampoo, and tell him to spend twice as much time rinsing it out as he does lathering it in."

It is quite uncommon for kids at this age to have dandruff. Anyway, see to it that she is washing her hair regularly and better to check it yourself to make sure she rinses well after shampooing as this can cause the scalp white flakes because unrinsed shampo is quite irritating to the scalp. Try to change the shampoo she is using preferrably a mild kind suitable for kids. Apply a baby oil to her scalp while still damp ater bath and observe how it works. It is supposed to give a difference. Another point is to make sure she is getting adequate fluid intake and avoid over exposure to sunshine. Hope this helps.( If not then she probably really got dandruff ,use anti dandruff shampoo as Head and Shoulders,it is doing great.)

Its not uncommon. In the winter, my hair used to, and still does, get dry and causes me to have dandruff. I now buy two dandruff shampoos and a regular 0.99 cent bottle of shampoo and mix the three. It helps keep the dandruff to a minimum if any at all.
Just pay a little extra attention to her hair now and later in life, it will be her life. Show her what to do now and help her with it if you want.
I hope I could help.

Perhaps She isn't rinsing enough. This can cause flakes also. You could try head and shoulders. I don't think it's too harsh.
