This is probably a young girl because playing with hair is a sign of immaturity. I don't see any mature women doing this. Playing with hair is also a sign of nervousness.

Not sure about playing with hair but when a girl walks by and she fixes her hair or brushes with her hand real quick she finds you attractive.

if she's smiling she may think your cute, hair is a comfort thing to girls and playing with it indicates she may be nervous around you and might *gasp* like you
but, otherwise, she may just be looking at you with and odd sense of humor and be material short of a hair brush

Absolutely nothing! Girls don't even know what they are doing half the time. She's probably nervous or has OCD. Sometimes it's just a habit. Look for eye contact.
