I would remove whatever is currently on the walls (like the current border), paint and then put the new border on. That way everything looks clean and there won't be any paint mistakenly put on the new border.

You could paint over the existing border and then put the new border on last if you want to do it really quick and the borders are the same size and will be in the same location. Also make sure the old border is on there good and not peeling anywhere or you'll have a headache redoing it after you are all done.
I see people paint over wall paper all the time on HGTV and I think it is OK for a quick fix or if the paper is on really well. Some people also do it if the paper is textured and they like it but want to change the color.

This I know from experience....that means I did it wrong!! lol...Try and remove the old border first. Then paint and apply the new border. If you paint over the old border, it may absorb the moisture from the paint and "pop" loose. Then you have a mess. Also, even if the new border is as larger, or larger, you may still see the lines of the old border through the new. One more thing, most border say to just wet and apply. Do yourself a favor and buy paste for "vinyl to vinyl" wallpaper and use it instead of water. This will make sure your paper sticks.
Just a funny thing that happened. I had papered a room and then I applied border around the top. It was beautiful. I didn't use the vinyl to vinyl paste and the bottom of my nicely scalloped edged border popped loose. My sister-in-law (whom I can not stand and who thinks she is the redecorating expert) stopped by to see and asked about the border. I told her it was the latest craze, I'd seen it on HGTV. She was going to go home and try and duplicate my technique sense I wouldn't tell her how it was done! Good luck.

Remove the old border first and wash down the area where the border was hung, paint the walls then hang the new border. This is the right way to do the project. Good Luck and have fun.

Hey, sweetie! You MUST remove any old border, wallpaper, etc before you do anything else. The more perfect the "naked" wall, the better the outcome of your finished project. remove all border material, wash wall till smooth, let dry. Then you are ready to begin your new application. First you prime your wall. Let dry. Then paint. You may need to paint more than one coat. Remember, if you want it to look great, take your time and do all steps. You will be so much happier with your final result for years.When you are happy with your wall, apply your border. Good luck. Have fun and take your time. It's always fun to do a before & after photo.

I would thoroughtly remove the existing border and clean all the glue off. Then paint the entire room and afterwards add your new border. Just a thought.... have you ever considered papering just the ceiling in your kitchen? Sounds crazy but if you chose the right pattern it can make a subtle change in mood. By this I mean, in my last home I papered the ceiling of my kitchen with a vine like pattern. It wasn't something you would immediately notice, but when you walked into my kitchen it had an outdoor feeling to it. Very cool.

We just put a border on our sand-textured walls. We asked Sherwin Wms if we needed any extra adhesive and they showed us a clay adhesive we could add. We decided not to. Our wall is not too textured but it's definitely not smooth. However, if it's anything like a richly plaster textured wall, definitely sand it or ask your wallpaper or paint supplier what adhesive they recommend. Heck, if you try one piece of it and it stays, I would guess you are home free!! We only did ours about 3 weeks ago but throughout this humidity, it's been fine!! Except in ONE spot where we overlapped wallpaper border over wallpaper border. That started to peel off so we may have to trim it off or use a glue adhesive.

Paint first, Candy girl,...then put up the border. BTW, studies say that shades of orange are best for the digestion. Blues are the worst... Good Luck!

I say take of the old boarder and SCRUB where it was! if the glue isn't fully off it will crack the paint when dry after a while. Than (if you must) put a new boarder on. I currently no longer like wall paper due to my 4 month Nightmare of scrubing wallpaper and stuff off of my hallway.... but your's is just a boarder so hope you like it when it's finished! ^_^

Always paint first or else you will have an unbelievablely hard job of trying to paint around the edge of the paper. Think man, think.
