Sounds like dry skin. Try either a small piece of bacon in each feeding or, even better, use Borden's Mirra-Coat. It should clear in about a week to ten days.

It could simply be an allergic reaction. It could be the soap/shampoo you're using, the laundry detergent you use for your own clothes and etc., the food, or maybe a dermatological disorder. Take them both (just in case it's something contagious) to see a vet.
It could also be plain old "dry skin". I don't know where you live, but sometimes hard water and dry air makes it hard on pets.

Could be allergies or maybe very dry skin. My dog scratches her chin all the time and chews on her feet. Vet says she's got some kind of allergies. Are there any pink or reddish areas where they are scratching?

I am a trained pet groomer and in my experience, your problem may have several answers. It could be the type of food you feed him or dry skin. Then it could also be the breed or the frequency of baths.

Skin problems, allergies, a type of necrosis?
Check your dogs over, and look for anything unusual. not just fleas and ticks.

might be a rash or infection
rub cortizone cream into the spot it scracthing (provied the skin in the area is not really red, flaky, or bleeding) then give it some time if it persists call a vet

Check with the local docter.I no why?i HAD a dog. :( IT wasn't becuse of the things.He just mest up the house. :(
