Selective fat elimination isn't possible. Just lose weight and it will come off somewhere. Keep losing until you get where you want. If you only exercise your abs and thighs, they may tone but the extra muscle will make them look bigger. Go the cardio route and keep that chubby under control. Curls and tricep extensions will tone your upper arms.

My ideas? Try to do 200 minutes of cardio a week. Remember fat does not turn into muscle, so you need to lose your fat while putting on muscle. Work hard, but don't over 60 minutes at a time. Do planks and other abs exercises on alternate days.
On training days, do 5-10 minutes of cardio to warm up, then do your weight training. Do 30 to 60 minutes more of cardio, then go home.
The best time to eat is just after your workout within an hour when your metabolism is raging. For your muscles, incorporate some isolated soy protein or whey protein. Whey is more potent but the soy tastes better!
Don't look at your scale as the be all and end all, but get a measuring tape to check your progress, and that will show more tangible results.
Read magazines like Shape, Womens Fitness, Fitness, etc to get tips and to stay motivated.
Good luck and stick at it. This plan has lost me 20 lbs in 12 weeks so far, just go for it!

Just so you know, there's no such thing as a "targeted" excercise to burn fat. Do 30 minutes or so of cardio every day (walk, run, swim) for the fat. To tone your abs, my favorite exercise is the plank, although you can do v-sits and crunches too. Thighs= squats and leg presses. There are many exercises for your upper arms. For your biceps, curls with free weights are fine. Triceps are a little harder. A machine at the gym is easiest, although you can do it at home by doing dips (face away from a table, put your hands on the edge, place your feet on a stool or exercise ball, lower and raise your body). For shoulders, try millitray presses with free weights. Pushups work your entire upper body, including your pecs. Hope that helps.

Walking is very good and so is lifting weights. If you need to use weights try This and it is cheap. Take two fabric softener bottles and put water in them. Start out with a 1/4 th of a bottle and work up to the weight you would like. Try it and see if it works for you.

Running is the best and simplest exercise.
Get a good pair of running shoes.
Get clothes that keep you cool.
Run 2 miles per day, 6 days per week.
Get light weights for your arms and pump them up and down without hyperextending your joints.

If you want to just lose weight, the best thing to do is cardio work outs. Walking, Running, and Arobics. Atleast an hour a day, is the best way to drop pounds.

I just bought the Gazelle and I absolutely love it! It's actually a lot of fun, and one hell of a workout too! It's sold at a Academy and only about $100, it's worth it! I can watch my favorite shows and lose weight at the same time!
