We did a Medieval theme, so I don't know if this is something you would want to do, but it went over well with our guests.
Green and black (our colors) velvet pouches with gold coins in them.
If you can cut a square, you can make a pouch. Here's how:
Cut the fabric into squares the size of your choice.
Fill the middle with whatever you choose.
Fold the corners up and over the favors inside.
Tie the corners with string or ribbon.
Easy.
The "coins" were, of course, chocolates in gold colored wrappers. We got a 10lb box of them at a local wholesale candy store for under $20. That was enough to fill all of our bags, and have plenty left over. The polyester velvet that we chose ran us $3 a yard at Wal-Mart. We got 2 yards of each color, with plenty of room to spare. Granted, we had a smaller wedidng (about 50 people) so you may need more if you chose to do this.

A couple of options for you, that I've used:
1) Strands of wheat. A small bunch of these could be gathered with a pretty ribbon tied around them. They symbolize bounty and fertility. In some renaissance weddings, guests toss these at the feet of the wedding couple, as tokens of good wishes.
2) Favours- these are a bit more time consuming, but more sentimental. Buy some ribbon, some nice fake flowers, buttons, and pin backs (the metal kind that have a flat front, and a safety pin type closure on the back. With these crafty things, create a small favour- maybe wrapping some ribbon around the button, or around some flowers.

"Bag of herbs. This inexpensive favor has a luxurious feel. Choose an herb that suits your wedding (Rosemary "for remembrance" is a solid choice, but the options are endless). Tie up in tulle or organza, and include a note about the herb and its history and meaning."

bees wax or hand made candles
homemade treats like toffee or mini loaves of bread w/ rosemary. include a recipe card and pay attention to presntation.
sachets (scented herbs wrapped in tiny cloth pillow cases) for the ladies.

You could make tiny cards with the saying : something old, something new, something borrowed, something blue, a lucky sixpense for your shoe and glue a penny with the queen facing up.
or bookmarks decorated with your theme, or
a scroll printed with a favorite poem.
