Normal for guys to want the girl to flirt with them and normal for a girl to write a gushy note.
Some girls are shy.
After she writes you the note, go talk to her to give her a chance to flirt.

Totaly you see how nuch more a girl is into you when you are with them talking to them than when they write you a note because when they are with you they cannot edit what they say and in a letter they have all the time to think of what they want you to here so yes it is normal
